Let me assure you that this project is designed to repay the loan facility through its proceeds. The Adamawa State Government has revived an eagle which flew all the way from Finland, strayed into the net of a fisherman who took it, with health badly impaired, to the government.“The bird was weak and frail when we received it, and we had to call in a veterinary doctor from livestock who gave us perspectives of how such birds are maintained. He took samples from it and carried out some laboratory tests. The medical issue has been taken care of,” the state commissioner of Health, Dr John Ngamsa, said in a press interview Tuesday.Eagle has become a rare being that most Nigerians have never seen, and the Finish eagle which arrived Nigeria about a week ago has been attracting visitors to the Jimeta Children Amusement Park where it is being kept.The bird flew in along a migratory route through Nigeria’s Northeast, and the Adamawa government got it because it came down to the Benue river bank in Jimeta to try to get fish to eat, but the fisherman’s hook caught it.“The fisherman, recognizing the bird as a rare treasure, brought it to us, and it has become a source of much amusement as people have been trooping to the park to view it,” the commissioner said.The Finnish eagle flew into Adamawa with a tag on its leg, through which ministry officials traced it to its Finland starting point and started exchanging communication with the owners of the bird who apparently released it earlier as an experimental bird.The Tourism and Culture Commissioner said the search for the bird’s home country was also helped by a similar history, as the state government has experience of eagles travelling from Finland following a course across countries and over watercourses, including the River Benue, along the Jimeta bank of which the current eagle was taken.“One came like that last year. It had an identity, a tag on the leg that gave us the idea of where it came from,” the commissioner said, adding that the one of last year died on arrival and his office which has been able to revive the current one, is negotiating with its owners on the possibility of keeping it.“We’ve written to the Heisinki Art Museum in Finland and they have acknowledged. They asked for its picture and medical report, which we are building up. If they are on scientific research on the bird, we will collaborate with them. We are also looking at the possibility of keeping it for the purpose the museum is designed to achieve.”His information officer, Aida Assama, who has kept information flow between the state government and the Helsinki museum over the Finnish eagle, similarly expressed optimism over keeping the eagle.“We have a chance to keep the bird. As they have given us the permission to keep it so far, we can do a lot more, if not this particular bird, then a different one from them,” Aida said.She said Adamawa State deserves to have the specie as the Ministry of Tourism and Culture have done much through officials of the Jimeta Children Amusement Park to nurse the sick Finish bird back to life.

The Court of Appeal sitting in Port Harcourt, Rivers State for the second time dismissed an appeal instituted by the All Progressives Congress, APC, challenging the ruling of the Justice Chiwendu Nworgu of the Rivers State High Court, which nullified the party’s Wards, Local Governments, and State Congresses.Recall that the Appeal Court had on December 12, last year, struck out the same appeal against the State High Court decision for filing out of the stipulated time in the constitution.Last Tuesday, the APC had approached the Court of Appeal again, challenging the ruling of the same court, stressing that the lower court did not have the jurisdiction to hear the matter on the first instance.But the visiting Appeal Court Panel constituted to handle the matter, struck it out on Wednesday, saying it was a pre-election matter.Delivering the judgment on behalf of the panel, on Wednesday, Justice C.N. Uwa stated that the matter, which the lower court handled was a pre-election issue and ought to have been appealed and disposed off within 60 days after the judgment of the lower court.Justice C.N Uwa stated that the panel’s hands are tied to go into the substantive case, stressing that a preliminary objection which bothers on the status of the case had earlier been taken by the same court.Uwa held that, where an action was status-bound, it means the court has no right to hear it, adding that the issue of filing out of time was a preliminary objection which is in itself a case.She held that the court would remain consistent in its rulings because the same court had earlier struck out the appeal on the issues of time of filing.“This is a pre-election matter. It has earlier been held by this same court in an appeal of the substantive matter. This court cannot seat against itself on the same matter.“The appeal is fundamentally defective. The court cannot go into the matter, as doing so will amount to an effort in futility.“It is unnecessary to continue on an appeal no matter the merit, which this court has held as status-bound. It would be an effort in futility to continue. This appeal is hereby struck out”, Justice Uwa stated.Speaking with Journalists after the judgment, Henry Bello, Counsel for Ibrahim Umar and other 22 aggrieved APC members explained that; there is no appeal pending in this Court of Appeal against the decision of the High Court of Rivers State delivered by Justice Chiwendu Nwogu on October 10, 2018.“This is that the judgment of the court on October 10, 2018, was validly made, subject to the decision of the Supreme Court in defending the appeals at the Supreme Court.“The implication is that as from today (16/01/2019), there is no more challenge at the Court of Appeal against that judgment of the lower court, the High Court of Rivers State in the suit by Ibrahim Umar and 22 others against All Progressives Congress (APC).“By this judgment, it is now declared null and void the indirect primary elections conducted in Rivers State by the APC”, Bello added.

The co-Chairman, Interfaith Dialogue Forum for Peace, Bishop Sunday Onuoha, has warned that the Boko Haram insurgency in the North-East may spread to Bauchi, Taraba, Gombe, Adamawa states, if the present security challenges in the country are left untackled.Onuoha said this at the 2nd IDFP General Assembly which held yesterday in Abuja with the theme: ‘2019 general elections and national security: The role of interfaith communities.’The cleric specifically said the kidnappings in the South-West, the armed robbery and militancy in the South-East and South-South also needed to be addressed urgently.He said the perceived lopsidedness in the leadership of the security forces should be addressed, pointing out that the security situation during the 2015 elections was not as bad as it is today.He said, “In Borno and Yobe States, the Boko Haram insurgency has taken a dangerous dimension, leading to increasing number of dead armed forces and Mobile Police personnel as well as the destruction of their equipment.“This sad situation could spread to states like Bauchi, Taraba, Gombe, Adamawa and Taraba leading to the displacement of thousands of people who will seek refuge in over-crowded Internally Displaced Persons’ camps.”The Bishop enjoined the faith community to pray for the success of the forthcoming elections and stability of the country while harping less on predictions of possible winner or loser of the presidential election.“We have over time built more powerful individuals while our institutions remain weak. Those who have presented themselves for elective positions should be willing to accept the outcome of the election,” Onuoha stressed.

$217.7bn stolen from Nigeria in 38 years

The Acting Chairman of the Economic and Financial Crimes Commission (EFCC) Ibrahim Magu, has said that between 1970 and 2008, about $217.7 billion was stolen from Nigeria’s treasury.Magu said this during the conference of Online Publishers Association of Nigeria, held in Abuja.Represented by the EFCC Spokesman, Tony Orilade, Magu said: “In February 2015, a High-level panel on illicit Financial Flows from Africa constituted by the African Union under the chairmanship of the former President of South Africa, Thabo Mbeki, revealed that Nigeria ranked first among 10 African countries by Cumulative Illicit Financial flows between 1970 and 2008.“The total outflow from Nigeria for the period was $217.7 billion, constituting about 30.5 per cent of Africa’s total share.”Magu also said the investigation, arrests, prosecution and asset recoveries undertaken by EFCC over the years confirmed that the level of corruption in Nigeria was truly staggering.He said: “The various investigations, arrests, prosecution and asset recoveries we have been undertaking at the EFCC over the years have confirmed to us that the level of corruption in Nigeria us truly staggering.“Thus horrible and inhuman crime is being perpetrated by individuals and groups in both the private and public sectors all over the country.“The latter include serving and defunct state governors, cabinet ministers, high ranking officers, chief executives of parastatals, and top bureaucrats in the state and federal government agencies.“The alarming rate of corruption committed by these unpatriotic elements can be partly seen in the number of convictions secured by the EFCC from Nigerian courts since I assumed duty as the head of the Commission in 2015.“The figure stands at 103 in 2015, 195 (2016), 189 (2017) and 312 for the period January to November 2018.“The total figure for the period January 2015 to 2018 is a mind blowing 799 convictions.“In the process of such convictions, the EFCC recovered: N794.5 billion, $261 million, £1.1 million, 8.1 million euro and CFA 86,500.“Other recoveries under my tenure include: Seized 407 mansions, 281 under interim forfeiture and 126 under final forfeiture.“Confiscated hundreds of filling stations, petroleum products, real estate, heavy machineries and investment shares.“Seized 87 lands, 56 under interim forfeiture and 42 under final forfeiture.”
