But the study says it started growing again at about the same rate in the last two years.Study authors and outside scientists think this is temporary.NASA glaciologist Ala Khazendar, the lead author, says a natural cyclical cooling of North Atlantic waters likely caused the glacier to reverse course.Khazendar says the research shows how important ocean temperature is to the retreating and advancing of glaciers. Related NewsThe Minister of State Aviation, Hadi Sirika, has urged the National Assembly to approve $461.8 million for additional work on the new terminals ongoing across the country.Mr Sirika made the request when he appeared before the Senate Committee on Aviation on Monday in Abuja for his ministry’s budget defence.He said the required amount, which was needed in addition to the $500 million loan already gotten from China Exim Bank for the purpose would help to tackle some challenges encountered in the process of building the terminals.He said some of the challenges encountered in the process of building the news terminals were change in the structural design of the airports, foundation footing and escalators.The minister also said there was a need to make provisions for the biggest modern aircraft, change in departure and arrival floors to flow with railway station, provision of adequate power supply and relocation of control tower and fire service station, among others.“The challenges have resulted in the need for variation and additional works to the tune of $461,795, 551.02, which has been approved by the Federal Executive Council (FEC), “he said.Mr Sirika, a former senator, stressed that the China Exim Bank had indicated willingness to consider funding additional works.He added that the ministry had written to the Ministry of Budget and National Planning to provide for the sum of $73.9 million as counterpart fund in 2019 outside the ministry’s proposed national budget.He said the airports being worked upon were already wearing new looks befitting of modern airports.According to Mr Sirika, two of the new terminals, in Port Harcourt and Abuja have been commissioned, while Lagos and Kano will be completed shortly.He said adequate provision had been made to complete the new terminal buildings at Akanu Ibiam International Airport, Enugu.He solicited the support of the National Assembly and other stakeholders to ensure all needed equipment necessary for safety and security were provided to meet the Standard and Recommended Practices (SARPs) as outlined by regulatory aviation bodies.The minister assured that more bilateral and multilateral air service agreements would be signed for the benefits of travellers.On the 2019 budget proposal, the minister said the sum of N47.5 billion was being proposed for Capital Expenditure at the headquarters.He said the amount would be used in sustaining infrastructurel renewal at the airports by driving the remodelling projects to upgrade of air navigational equipment, safety and security infrastructure.On the 2018 budget implementation level, he said the total appropriation for the Aviation sub-sector for 2018 was N26.9billion out of which the sum of N3.12 billion representing 11.6 per cent was released to the sector.He said the sum of N2.99 billion representing 96 per cent had been expended as at March 15.The minister added that the sum of N508.8 million was appropriated for overhead expenditure for the whole Ministry of Transport, which includes Aviation, Marine and Land sectors.According to him, of the said amount, N296.8 million, representing 58.3 per cent was released, while N296.8 million representing 99.9 per cent was expended as at December 2018.Mr Sirika said the ministry was funded from national budget, but agencies under it like Nigeria Meteorological Agency (NIMET), Nigerian Airspace Management Agency (NAMA), Nigeria College of Aviation Technology (NCAT) and Accident Investigation Bureau were also funded from Internally Generated Revenue (IGR).However, he said, the Federal Airports Authority (FAAN) and the Nigerian Civil Aviation Authority (NCAA) were wholly funded from their IGR.(NAN)

Natural History Museum to start dinosaur dig in US

The Natural History Museum is embarking on its first major overseas dig since the 1980s in the hope of unearthing new Jurassic-era dinosaurs.The project, entitled Mission Jurassic, which will excavate a square mile of land in Wyoming, US, will involve a team from the Natural History Museum working alongside scientists from the Children’s Museum of Indianapolis and the Naturalis Biodiversity Center in Leiden, Netherlands.The dig will begin this summer, but initial excavations have already uncovered the bones of two giant dinosaurs, which appear to belong to a 24-metre-long brachiosaurus and 30-metre-long diplodocus. Nearly 600 fossilised bones, weighing nearly 5.4 tonnes, have been collected over the past two years of preliminary fieldwork, although only a fraction of the site has been explored. The All Progressives Congress Presidential Campaign Organization has petitioned the Inspector General of Police and the Director General of State Security Service, DSS, to invite, interrogate and investigate the Peoples Democratic Party, PDP leadership and its Presidential candidate, Alhaji Atiku Abubakar, over their illegal access to the server of the Independent National Electoral Commission, INEC.Atiku had claimed that he defeated President Muhammadu Buhari by about 1.6million votes. He said he got the information from INEC’s server.Making its demands in the petition obtained by DAILY POST, and signed by Festus Keyamo, Director, Strategic Communications, APC Presidential Campaign Council, the party said:“It would be recalled that an Electoral (Amendment) Bill containing the provision for electronic transmission of results to INEC’s central computer system (otherwise called “server”) was sent to President Muhammadu Buhari by the National Assembly for assent late in the year 2018.“Despite the shortness of time before the Presidential/National Assembly Elections, and the lack of time to first simulate the process to ensure its effectiveness in a country like ours with problems of effective networks in many rural areas and constant failure of technological devices, together with its violation of the time frame of such laws as provided for in regional and continental Protocols in terms of the length of time required for the passage of such laws before any major election, the leadership of the Peoples Democratic Party was hell-bent that the President should sign the Bill into law. That was the first indication that the main opposition was up to something sinister regarding the electronic transmission of the results.“Upon the last-minute postponement of the February 16, 2019, Presidential/National Assembly Elections, the nation was shocked to see already prepared presidential elections results floating around in the cyberspace just less than 24 hours after the postponed election was originally billed to hold!The fake results had details of the scores of the candidates of the major parties. Of course, the fake results gave victory to the candidate of the PDP, Alhaji Atiku Abubakar, even when elections did not hold.“The only conclusion one can draw from the above is that the PDP had prepared those results which were to be smuggled into the INEC Server. However, the sudden postponement of the election scuttled that evil plan, but it was too late to restrain the release of the fake results.“The proper elections were held on February 23, 2019 and President Muhammadu Buhari declared the winner. Despite the approval of the elections as credible by nearly all local and international observers (except some few known PDP acolytes masquerading as local observers), the PDP cried foul and made a shocking claim: it claimed that from purported results it obtained from INEC’s server, it has so-called proof that its candidate won the election by about 1.6million votes!“Shockingly and coincidentally, this margin was about the same margin by which it also purportedly “won” by the fake results released just hours after the postponement of the February 16, 2019 Presidential/National Assembly Elections.“As if this expensive joke was not enough, the PDP and its Presidential Candidate, Alhaji Atiku Abubakar, have gone ahead to file an Election Petition against the clear victory of President Muhammadu Buhari and have repeated the same outlandish claim of having access to INEC’s server which shows that they have some purported results at their disposal giving “victory” to Alhaji Atiku Abubakar.“Sirs, we wish you to note that INEC’s server is the back end of electronic records of INEC. This is not INEC’s website but its server! Although, the purported results have been conclusively shown by public engagements to be false and even ridiculous, especially as the total number of accredited voters is exactly equivalent to the purported votes of the APC and PDP candidates, this criminal claim of the PDP has revealed a few things:“It is now clear that some criminally-minded PDP operatives have access to the INEC server to be able to smuggle in fake results into that server.“The only means by which they could have access to the INEC server is by the criminal hacking of the server or through the criminal conspiracy of some INEC officials.“The APC Presidential Campaign Council hereby prays that the Inspector-General of Police and the Director-General of the Department of State Services use your good offices to investigate the hacking of and/or illegal tampering with the INEC server by the PDP.The leadership of the PDP must be invited, interrogated and investigated and those identified as perpetrators must be arrested and prosecuted.“Opposition is healthy in a democracy but it is not a license for criminality and illegality. A country governed by laws cannot be blackmailed or cowed into indolence by the perceived underdog status of the opposition so as to condone such a blatant criminal claim by the PDP of having illegal access to INEC’s server.“We trust you will act with alacrity.”

Gov.Gboyega Oyetola of Osun State has ordered the reopening of the three tertiary institutions in Ilesa which were shut down on March 18.The reopening order was contained in a statement issued on Monday in Osogbo by Mr Adeniyi Adeshina, the Chief Press Secretary to the Governor, NAN reports.Oyetola had ordered the closure of the three tertiary institutions in the town following a violent protest by irate youths due to the disruption of electricity supply by Ibadan Electricity Distribution Company (IBEDC).The affected institutions in the town were Osun State College of Education, Ilesa, Osun School of Health Technology, Ilesa, and Osun State College of Technology, Esa OkeAccording to the statement, the decision to reopen the institutions was taken after due consultations with stakeholders, heads of the affected institutions, parents and the leadership of IBEDC.It said parties involved agreed that peace should continue to reign and that the students would henceforth behave in line with the ‘Omoluabi ethos’’ which the state was noted for.The statement said restoration of electricity supply in Ijesaland had commenced.The Governor, according to the statement, advised the students to desist from taking the law into their hands and should always explore legitimate channels to pursue their grievances.He warned that the government would not tolerate violence as a means expressing grievances.

Two sisters, on Monday told an Ikeja Domestic Violence and Special Offences Court, how their father, Gabriel Ogbar, allegedly defiled and raped them at their residence at Oke-Ogbe, Atura area of Badagry, Lagos State.The News Agency of Nigeria (NAN) reports that the two sisters (names withheld) made the revelation at the ongoing trial of Ogbar, a middle-aged driver, for defiling and raping his three daughters.Sister A (23) told the court that she endured sexual abuse from her father for five-years from the age of 12 until she was 18-years-old.She said in her testimony: “When I was 12-years-old, I was living with my mum and dad, my mum is not always around because she is a businesswoman and my father was a driver at the time.“Whenever my mother is not around, he comes to me at night with a knife or screwdriver or something harmful to threaten me to open up to sleep with me, because I was scared at the time, I gave in to his requests to sleep with me.“It continued for a very long time, I could not tell anyone about it because I was scared. When I got to the age of 18-years, there was a night he came to me but I ran to my mum’s pastor who is Mrs Ochiegbu and I reported the event to her.“I hid in her church and my dad came and was saying that I should start coming home but unknown to him, I had explained everything to them at church, I waited at the church till my mother returned and I went home with her.“The next day, the pastor called my mother and told her everything I told her, she was upset and did not know what to do.”Sister A said that her father continued to ask her for sex and she had to run away from home for a year, she said she had thought the abuse at home had stopped until her older sister (Sister B) caught their father defiling their 13-year-old sister.“I and my older sister (Sister B) went for a vigil, my father did not allow our younger sister to go for the vigil, my older sister said she had a funny feeling and needed to go home to check on our younger sister.“When she got home everywhere was quiet and being suspicious, she went to the window to peep and she saw my dad trying to rape our younger sister, he had just finished fingering her.“My older sister shouted and ran back to the church to report what happened, I and my older sister went back to the house to get our younger sister out of the house.“He started attacking us and we started fighting him too, our younger sister ran out and we told her to go to the church until my mum came because she comes late.“We reported to our mum and asked our younger sister how long it had been going on and she explained that it had been a very long time he had been doing it to her and that she told her uncle at school,” she said.Sister A said that the abuse was reported to Andrew Ogbar, the defendant’s brother who threatened them that they should not testify against their father.Sister B who is 25-years-old while giving her testimony, told the court that the sexual abuse from their father started when she was 10-years-old.She said that nobody believed her when she reported the abuse to the police.“When it started, he threatened that he will kill me if I told anyone, because he used to scare me, I used to run away from home to stay with my friends and my mum never knew about it.“One day he was beating and threatening me, I could not take it anymore and I again ran away from home. He was pursuing me and I ran to the police station at Iba.“The police asked me what happened and I told them what happened, the police thought I was lying because my father was pursuing me.“The police caught him, he denied my allegations and said that it is because I ran away from home, that is why I made up the allegations, the police believed him,” Sister B said.She said the family moved to Atura in Badagry and the sexual abuse continued. Sister B also gave insight into the night she caught her father defiling her 13-year-old sister.“I looked through the window and saw my father sleeping with my little sister. I went into the house and caught my father coming out of the room he shares with my mum.“I saw my little sister shaking and crying and my father ran out immediately he saw me asking me why I was back home from the vigil and I thought to myself that this man thinks I don’t know what is going on.“I asked my younger sister what happened and she said that daddy just finished sleeping with her, I was angry and provoked, I shouted because I wanted the whole street to know what was going on,” Sister B said.Sister B said that following the revelation that their father was also defiling the youngest sister, their father became aggressive, threatening the sisters and their mother.“The threats were too much, my father hit my mother with a stick and wanted to burn her alive with fuel.“We reported him to the Marogbo Police Station but he kept evading arrest until the police caught him.“When the police saw the injuries on my mum’s hand from my father, they believed us and that is when we were taken from one court to another,” she said.While being cross-examined by Mr Peter Odoeme, Sister B noted that she caught her father defiling their 13-year-old sister in July 2015.NAN reports that on Feb. 25, the youngest sister (name withheld) had privately given evidence in court about the alleged defilement.The press and members of the public were asked to leave the courtroom during the third sister’s testimony because she was a minor.Following the testimony of the sisters, Justice Abiola Soladoye adjourned the case until May 23 for continuation of trial.
